As you progress throughout the area, you'll notice a group of humans ranging from Men in Black to Soldiers. Collect around 3 or 4 of these humans to increase the size of a tornado into 5. At this point, you can continue to choose to target the humans for more growth, or target other objects in the area.

Military Mayhem is the fourth level in Tornado Outbreak. The level revolves around Zephyr navigating throughout Area 51 in search for Fire Flyers hiding within geodomes, Humvees, and a whole assortment of military vehicles and infrastructures.

Plot

While flying to retrieve Omegaton's next Orb, Zephyr, Nimbus, and the Wind Warriors are suddenly attacked by Fire Flyers. The squad tries to evade the attackers, but one of the Flyers lands a critical hit on Nimbus, causing him to fall out of formation and become incapacitated. Unable to move, Nimbus hands over the L.O.A.D. STARR to Zephyr and instructs him to continue the mission without him.

Now alone and forced to lead his squad without his lieutenant, Zephyr and the Wind Warriors push forward without Nimbus as they prepare to enter Area 51.

In Layman's terms, Zephyr's tornado size cannot exceed past five. If the tornado size is less than six and all 17 scientists are collected, the achievement/trophy is rewarded to the player.
