One of the differences with the two versions are the starter Digimon presented at the beginning of the game. All the Digimon packs come with two Champion/Ultimate level Digimon (they become rookies after the a virus changes everyone in the city back to Digieggs) and the lead Digimon (Coronamon-Dawn/Lunamon-Dusk).
Choosing the packs will not limit the types of Digimon encountered. Encountered Digimon differ more within the entire version.
