You can take this quest card after completing the Arena; there are no boasts for this quest however. Head straight to Oakvale after taking the quest. Enter the Clifftop Path like you did to first go to Twinblade's Camp, cross the area and enter the Abandonded Road to start the quest.
Just follow the path until the end of the road, you can't miss the guys brother, when you find him, turn around and go back to the start.
When you get back to his brother, the quest will be complete.
