When you go to Vault City, rest until 8:00 AM (unless the time is no later than 6:00 PM) and enter Downtown. Go in Valerie's repair shop, and pick up the Super Tool Kit. Next, head to the corrections center and talk to Stark; tell him that you've scouted the area. He'll give you some money and you'll receive some experience as well. Go to the City Council to the north.
When you enter the Council, go in the main Council building and talk to Councilman McClure (he should be in the left wing of the building). Talk to him, introduce yourself, and ask about the part for Gecko's power plant. Tell him that Lynette won't make you a citizen even if you fix the power plant problem. He'll authorize you to pick up something from the Amenities office. Go to the office and get the part. Leave for Gecko.
