Carwen is located to the south as you head along the coast; if you have the world map, you should be able to see the island without problem.
There are four shops and in inn within Carwen. You will be able to purchase bronze armor and slightly better weapons, and can also visit the pub.
The pub contains 1000 gil, availabe by a secret passage in the south-west corner. You can also find a piano lesson as well.
As you hear from town, the people mention that the city of Walse is using the power of the Water Crystal, and that they are unable to send ships out to that city. As such, you will need to find the Hiryuu located on North Mountain.
North mountain is located to the north east. On approach to the mountain, head directly north into the cave.
The cave has a few items including a Phoenix Down. You can collect the items to the south, or head outside in the north-west area.
You will eventually reach an area containing purple flowers. Entering these tiles will poison members of your party, and should be avoided. After you pass by the flowers, you will see a pre-boss save point.
As you will see in the cutscene, Lenna gets hit by a poisonous arrow. Magisa arrives, wanting to poach the Hiryuu's horn.
When you destroy Magica, you can proceed to reach Hiryuu. In the following scene, Lenna heads through the poisonous flowers to collect the plant. While she is poisoned, the Hiryuu will revive her at the end of the scene.
You can now use the Hiryuu to fly around the area. It can land safely in grassy plains, but can't fly over mountains.
