After the cutscene go get a fast car, then go to the Washington Mall. You will meet a french guy. The french guy will run and swat will be after you in the mall only. Take your fast car and hit the french guy's motorbike. Then, if he is not dead run him over with your car agian before he gets on his bike. Collect the suitcase floating above him. And return it to Colonal Garcia at the port.
