Just bring a Pokémon with an Electric move and this gym'll be a piece of cake. However, Misty's Quagsire is immune to electric attacks. On the other hand, Quagsire is part ground-type, which means quadruple damage from grass-type attacks, so bring a grass-type pokemon as well. You can walk round all of the trainers also and surf to Misty.
