Follow the left edge of the fence and eventually, you will reach Cianwood City.

The four entrances to the islands, which cover most of the route, are all blocked by a whirlpool. HM 06 (whirlpool) which can be used to remove those whirlpools is found later in the game in Team Rocket's Hideout. It can be used outside battle after you have defeated Pryce and received the Glacier Badge (7th badge). The real reward of those islands is the legendary Pokémon Lugia.
