This Gym uses Electric-type Pokémon so get out a Ground or Rock-type Pokémon and you will win without a scratch. Unlike its Red/Blue/Yellow counterpart, this Vermillion Gym's trash bin puzzle isn't active when you visit, so you can just walk right into Surge's quarters.
