Sagat is either a strong supporting character or a main character in the film. Unlike Sagat's Street Fighter II story, Sagat has no history with Ryu before the movie begins. As a result, he also does not have the scar Ryu gave him in the first Street Fighter tournament. Also, in this film, Sagat was a black market weapons dealer.

In Street Fighter: The Movie the game, Sagat can fire energy waves from his eye covered by his eyepatch. In the movie and games, Sagat was played by Wes Studi.

Viktor Sagat is the leader of the Shadowloo Tong, he is also a black market merchant that mainly deals in weapons. One of his clients is the dictator, General Bison. He is conned by Ken as he and his partner Ryu try to sell him toy guns. Before he could punish the two Col. Guile, bursts in his hideout with a tank and arrests everybody inside.

Sagat later breaks out of prison with Ryu, Ken and his student Vega escape prison and go to Bison's hideout. It is revealed that Ken and Ryu were working for Guile and led his forces to Bison's fortress. Sagat and Vega battle Ryu and Ken for revenge, but Sagat is defeated but Ken. Sagat escapes at the very end with Bison's henchman, Dee Jay and a trunk full of Bison's money. The two later find out that the money is Bison's now worthless Bison dollars.

Sagat is still a feared force in Shadowloo, who realized that Bison's plans may have jeopardized his business. Having no interest in ruling the country, Sagat, is only interested in making money.
