At one time, two brothers were selected by the communist government of a small country to become olympic gymnasts, and have the honor of representing their country in competition, a high honor that brought prestige and comfort to their family. However, when a rebellion grew out of masses that were continuously poor and starving, the government struck back. Many people in the rebellion, as well as innocent bystanders, were killed indiscriminately by the government death squads. The family members of the two gymnast brothers were among those killed.

The two brothers decided that the only proper thing to do was to join the rebellion. But after the death squad's attack, the people were too frightened to continue with their movement. The older brother, who lost a wife and children, was a charismatic force that reignited the spirit of the people. The younger brother, impressed with his big brother's determination, was motivated to sacrifice everything for the cause. They donned outfits that looked similar to the death squad uniforms, decorated with the images of human skeletons. The brothers incorporated their gymnastic prowess into a fighting style and taught all who could learn, creating an unstoppable army of martial artists. With one final push on the capitol, the government was toppled and the leader was beheaded.

The younger brother expected to help in the construction of a new government, but the older brother, driven mad by the loss of his loved ones, had a different idea. He assumed the tyrannical post of the previous leader, with support from those he led, who became the new death squad army. Shocked by the reversal of circumstances, the younger brother fled. The older brother took on the identity of Shadow Geist, supreme ruler of the country. He became obsessed with creating an army of the most athletically fit soldiers in the world, and put his army through intense and grueling workouts every day.

After noting that a young upstart named Skullomania, who he suspected was in fact his younger brother, had participated in a world wide Street Fighting tournament, and had proceeded to garner a lot of fame and admiration from the people of his country, he was determined to put an end to it, even if it meant taking his own brother's life. So he sponsored a second tournament, hoping to attract Skullomania and capture him. This drew the immediate ire and hatred of M. Bison who was outraged that Shadow Geist had the audacity to conduct a tournament in his stead.

Shadow Geist was so focused on the whereabouts of Skullomania that he didn't even take notice when M. Bison presented himself at the tournament. Bison had originally intended to punish Geist for his gall, but a series of events lead to Bison's Psycho Power overloading and forced him to retreat at the end of the tournament. Shadow Geist instead was faced by Skullomania, and the two brothers were locked in combat. Ultimately Skullomania was the victor, and Geist escaped the arena. M. Bison hosted the third EX tournament with the hopes of punishing Shadow Geist once and for all. Skullomania joined, determined to force Geist to abandon his tyrannical post.
