There are nine levels in all for Tony Hawk's Pro Skater: 4 free roam levels, 3 competition levels, and 2 downhill levels. The non-competition levels have five tapes that are collected by meeting certain objectives: getting a high score, getting a pro score, collecting the SKATE letters, interacting with five objects, and finding a hidden tape. You can do each goal one at a time or beat all five in one two-minute session. To progress to the next level, you need to collect a certain amount of tapes before moving on.

Competition levels have no tapes, but medals to earn in their place. The competition has three one-minute sessions where you simply score as many points as you can. Bails will hurt your competition standings. When the session is over, it will be ranked by five judges on a hundred-point scale. The best and worst score are eliminated and the remaining three are added together then divided by 3 for your final score. After all three sessions are done, the worst session is eliminated and the remaining two are added together, then divided by two for your overall score. To get a medal, your skater must place in 3rd or better out of ten places. Medals are required to move on to the next level as well.

To beat career mode, your skater must place third or better at the final competition in Roswell. You'll get a video showing off a montage of crashes and bails as a reward. However, you can go even farther by earning all 30 tapes to unlock secret character Officer Dick and earn all three gold medals to see a short, real-life skating video starring the skater you picked.
