[edit] Is this just Duel Monsters 7 all over again?
Not really. The game uses the same engine, but takes it in a whole new direction. While DM7 followed the plot of the manga, Reshef Of Destruction takes on an completely original, entirely compelling storyline, which is catered to fans of the anime series, rather than fans of the games.
[edit] Is this an official part of the Yu-Gi-Oh storyline?
Personally, I'm not sure. The storyline supposedly takes place long after Battle City, as the characters make a few references to developments which have only just occurred, in the current anime series, and look back on them as if they happened a few years ago. While nothing is official yet, it's entirely plausible that this storyline arc could be incorporated a future anime series.

...I... Don't know. His absence could be explained in the anime series, although he does make a brief cameo during the game

I'm sure there are people who will put together bigger, more substantial FAQs, for this game. I personalty suck at duelling, so this FAQ completely omits that element of the game.
