The Town Hall has two counters. The counter on the right is the Post Office and the counter on the left is the Civics Center.

The Post Office

The Post Office has 3 main functions: Mail, Mortgage and Savings account.

Mail

When you want to post a letter to someone in your town you have to post via the Town Hall. You simply select the letters you wish to send and drag them into the empty spaces made available by the clerk. You can also save letters here. This can be handy for storing extra items as well. If you have run out of storage space in your house all you need to do is attach the extra items to letters and save them via the Post Office.

Mortgage

You also pay off your debt to Tom Nook via the Post Office counter. When you want to pay off some money, choose the mortgage option then type in how much you wish to pay. This will then be deducted from the total. The clerk will let you know the new total. When you have paid off your last mortgage this option will be removed from the Post Office.

Savings account

This option allows you to save and withdrawal bells from your personal savings account. Saving your Bells like this is a good idea because at the end of each month you will get interest added. You will receive a letter from the Post Office to let you know how much you have gained. The more bells you have in your account the more interest you will receive. It’s a good idea to put any and all spare bells in your account.

When you save a certain amount you will receive rewards from the Town Hall. Here is a list of the available rewards:

  • 1,000,000 Bells: Box of Tissues
  • 10,000,000 Bells: Piggy Bank
  • 100,000,000 Bells: Pelly's Pic
  • 500,000,000 Bells: Phyllis's Pic
  • 999,999,999 Bells: Town Hall Model

The Civics Center

The Civics Center has a number of options relating to general community activates. The Environment, Town Tunes, Donations and Moving.

The Environment

Asking about the environment is the way to find out how you town is doing. This is where you are told if your town has a Perfect Town Rating. Maintaining the Perfect Town Rating for 16 straight days will get you the Golden Watering Can. Although this can be a little difficult to achieve here are some guidelines to follow. Asking at the Town Hall can provide you with information that can help, be sure to ask Pelly and Phyllis. Phyllis can be a little clearer about what needs done. Judge your town by eye, if an area has a lot of trees close together or an area has hardly any trees, try to even it out a bit more. Be sure to lift all items off the ground, this includes fruit, rubbish like tin cans and boots, but also includes other items like furniture you have left out. Pull all your weeds. You should get 3 new weeds each day. Try to pull at least three each day to stay on top of them. Try to check behind trees as these can be easily missed. You can never have enough flowers. Plant as many flowers around town as you can. Plant them around your and other animal’s houses; plant them around the shops and other buildings. Remember to plant some near the river and the beach too. If a flower is wilting, water it instead of pulling it out. Once you feel happy with the town ask at the Town Hall, one of the clerks will tell you it’s perfect. Try to stop animals moving out over the next 16 days. If an animal moves out and a new one moves in some of your trees may get cut down, ultimately effecting your rating.

Town Tunes

The Town Tunes option allows you to change the tune for your town. When you speak to different animals in your town you should notice that the Town Tune plays as they start to speak. You can drag the notes up and down to make different sounds. If you set the note to the very top a random note will be played in its place. If you set it to Zzz, no note will be played at that time. The option above Zzz means that the previous note will play in its place. There are numerous tunes you can set it too and you can change it as often as you like.

Donations

Boondox is a town near you. Unfortunately the people there aren’t as lucky as you. These poor people have to eat dirt and are fairly sad about their quality of life. Don’t worry! You can donate bells to Boondox, you can help them help themselves. You can end the suffering of this poor town. Depending on how much you donate the Boondoxians will send you presents as a thank you for helping them. Do not donate the full amount at one time; you will only receive the Rainbow Feather. You should first donate 10,000 Bells, then donate 200,000 bells and continue donating just enough to receive each feather. Your donations count as a running total.

  • 10,000 Bells: Green Feather
  • 200,000 Bells: Blue Feather
  • 500,000 Bells: Yellow Feather
  • 800,000 Bells: Red Feather
  • 1,100,000 Bells: Purple Feather
  • 1,400,000 Bells: White Feather
  • 6,400,000 Bells: Rainbow Feather

Moving

Using this option allows you to move your character to another town on another Animal Crossing game. Unfortunately when you move you are unable to take any items or money with you. A way to keep your items safe if you choose to move is by leaving everything in a trusted friends town. This way after you move you can simply visit your friend and collect everything.
