The game consists of both co-op and competitive multiplayer, with an option to play single player as well. The single player campaign has the player launch from an orbiting space station and take command of an amphibious assault ship on an unnamed planet. The aquatic planet is host to an unmanned colony called Telos. The terrorist organization STANZA has hijacked another carrier, and is using it to try to destabilize the planet. It is up to the player to stop them.

Carrier Command 2 is a sequel to the 1988 video game Carrier Command. Carrier Command 2, like its predecessor, is a hybrid of vehicle simulation and real time tactics. It was released on 10 August 2021 on Steam. The Steam version contains both the soundtrack, the VR version, and the PC version bundled together.

Crossplay between VR and PC players is possible. However, VR players must run the VR carrier_command.exe file directly from the folder in order to play with PC players. Steam does not support cross-app multiplayer.

Players must operate interfaces from the bridge of their amphibious assault ship to deploy air and amphibious assets. Captured islands form a logistics network that help players replace lost assets and equip various weapons. This helps form a network which culminates in a fight against the enemy carrier.

The story is expressed in a series of transmissions that can be read in their entirety on the Transcripts page.

While a single carrier can be crewed by a single person, reviewers have indicated that multiplayer is far more enjoyable. A single host can host up to sixteen players, split into up to four teams however they want. It is possible to have all sixteen players on a single carrier, though there are only nine seats on each boat. Each ship can be ideally crewed by four to six players. Multiplayer maps can have as many as 64 islands to fight over, and an additional four AI teams to fight against as well (four player teams plus four AI teams, for a total of eight teams per server).

Each carrier can be explored fully, from stem to stern.
