Captain Ginyu is the leader of the Ginyu Force, a group of mercenaries consisting of Recoome, Guldo, Jeice, and Burter. They were hired by Frieza to help him rule the universe but were killed by the Z Fighters and sent to Hell. He and the other inhabitants of Hell escaped twice to wreak havoc on Earth only to be sent back by their enemies (one in the Dragon Ball Z continuity and another time in Dragon Ball GT).
