To complete the birthday party you need to complete the following steps:

After this (and when Andy ruins the cake), another kid tries to steal the sweetroll - handle this however you want; refusing to give it to him causes him to attack (but he gets stopped), while eating the sweetroll causes him to sit back down.
Amita then asks you what happened - choose any option. After this you get called down to the reactor level to see your father.
You then commence basic training with the V.A.T.S. system and firearms. You are given a BB gun and need to hit a few stationary targets, but eventually need to kill a radroach.
Once you complete the combat training, stand next to your father for a photograph...
