B. Jenet (B・ジェニー) is the captain of the Lillian Knights, a group of modern day pirates. One of the members of her crew is Lao, the muscle bound South Town street thug.

Story (in Garou: Mark of the Wolves)

Jenet is the leader of a group of pirates known as the Lillien Knights. During the events of Garou: Mark of the Wolves, her crew harbors in Second Southtown in order to hunt for treasure. They soon learned of the crimelord Kain R. Heinlein who was well-known as a very wealthy and powerful man. Jenet entered the King of Fighters: Maximum Mayhem tournament he had hosted in order to rob him of anything valuable he might be keeping in his mansion. In her ending, she passes out amidst the destruction of Kain's mansion after defeating him. Her crew saves her from being trapped under the rubble, but fails to secure any of the treasure they had been looking for.

Freeman

Freeman (フリーマン) is a demented serial killer that seeks to fight and kill strong opponents. His face is always covered, whether with his mask seen before the match, or his long orange hair.

Story (in Garou: Mark of the Wolves)

Wandering the streets of Second Southtown, Freeman is a serial killer who has become famous for his ferocity and apparent lack of motivation. He is responsible for the death of Kevin Rian's unnamed partner, earning him some kind of hate from him and also Marky, the orphaned son of Kevins' partner and the child who is always in the background when Rian fights. He also fought and defeated an aged Kim Kaphwan, which caused Kim's sons to search for Freeman. After entering the King of Fighters: Maximum Mayhem tournament arranged by Kain R. Heinlein, he was spotted on top of a cathedral by the police and shot by a sniper, apparently for his numerous murders of police officers. Even though he fell into the water wounded, his body was never found (thus implying that he escaped). His whereabouts and status are both unknown.

For Freeman's pre-fight intro, he appears wearing an outfit similar to that of Halloween antagonist Michael Myers, complete with a distinctive white mask. He will do a formal bow, and the outfit and mask will come off, sliced to ribbons, falling to the ground.

Gato (牙刀) is a powerful and very stern martial artist. A product of a tragic past, Gato acts stoic, rude, cold and, in battle, ruthless to everyone he meets other than his sister, Hotaru.

Story (in Garou: Mark of the Wolves)

Gato is an amnesiac who cannot entirely recall his past. Despite his condition, he has no concerns outside of besting anyone unfortunate enough to cross his path. In his ending, a stranger saves Kain R. Heinlein from the crumbling mansion. Gato appears to know the stranger, but he is blinded before he can act. As the mansion falls, the stranger taunts Gato, telling him to start training in order to defeat him. Gato appears to have a vision of his past and his father, and angrily swears vengeance - this insinuates that the stranger is connected to Gato's past (the stranger's outfit appears to resemble Gato's), but nothing has been officially confirmed. Gato also appears in the ending of Hotaru Futaba, who claims that he's her older brother and slaps him when he denies even knowing her. He then leaves her there, and Hotaru silently prays for Gato to come back to her and their father.

Grant

Grant (グラント) is a fighter with great power. He is Kain R. Heinlein's childood friend and bodygaurd. He practices a powerful fighting style called Ankoku Karate.

Story (in Garou: Mark of the Wolves)

Grant is an old friend of Kain and Marie Heinlein. He protected the siblings from the dangers of the slums under his real name Abel. When Marie was sent away to live a life of luxury, he chose to stay with Kain and watch over the boy as his father figure. Nineteen years before the game begins, Kain had enough of the slums and declared his ambitions for power. Determined to not abandon him, he also invited Abel to join him. Abel agreed and took on the name Grant from then on. They work well together as they share the same vision of greatness. Grant had also made a deal with a dark entity in order to gain the power of Ankoku Karate (Dark Karate), for which he trains in his temple underneath his mansion. Under his new persona, Grant's duty to Kain was to eliminate any intruder or conspirators against them. He has killed many men during Kain's rise to power, eventually choosing to work in the shadows until he is needed. Four years before the game begins, Grant shielded Kain from a gunshot and the bullet was lodged near his heart. Since the bullet is difficult to remove, Grant lives everyday as his last and wishes for a great final battle.

When the "King of Fighters: Maximum Mayhem" tournament takes place, his job is to lure strong opponents to his lair and defeat them before they reach Kain. In his ending, he helps Kain find and subdue the remaining kingpins in Second Southtown.

Hokutomaru

Hokutomaru (北斗丸) is the student of the Koppou and Shiranui-ryuu Ninjustu arts. Being the only student of a retired Andy Bogard, Hokutomaru seeks to make his master proud, but often times messes something up by accident.

Story (in Garou: Mark of the Wolves)

Hokutomaru is a ninja-in-training who's learned both Shinranui-Ninja Arts, and also knows Koppo. His current master is Andy Bogard, who suggests that Hokotomaru join the newest martial arts tournament that's being held in Second Southtown. Wanting to make his master proud, the ninja boy goes off into the big city for the first time, ready to fight anyone that challenges him. His a hyperactivity and mischievousness, mixed with his bag of tricks and Ninja Weapons, confuses and irritates his opponents. In his ending, his master watched him the entire time. He was only left a note by Andy, saying that he is proud of him and that they are not master and student, but rivals.

Hotaru Futaba (双葉ほたる) is a young girl who searches for her brother with her pet marten, Itokatsu. Even though she knows Kung Fu, she hates fighting.

Hotaru is the daughter of a family of martial artists, but is not very fond of violence. She never wants to hurt others, which is the probable reason why her father taught her the lighter side of Chinese kenpo; the Juu-kei style, which suits her easygoing personality. There are two things that Hotaru appreciates the most after her mother's suicide: her ferret, Itokatsu, and her older brother, Gato. But Gato was a man who was tormented to become an accomplished martial artist, and was pushed too far by their father. Still,

Hotaru knows who the real Gato is, and she is sure that he is not such a bad person at heart. Gato's disappearance led Hotaru to a hostile city located in the United States: Second Southtown, where fighting rules all, crime rules the society, and strength dictates who lives and dies. In this harsh place, Hotaru set out to find clues about her brother. She then heard news of a fighting tournament of epic proportions that would soon occur in Second Southtown - "King of Fighters: Maximum Mayhem." Hotaru had a feeling that her brother would enter the tournament, as he was always looking for strong opponents to fight. Following her premonitions, Hotaru entered the tournament as well.

In her ending, she tracks Gato down only for him to deny that he is her brother. She slaps him after he yells at her. Gato smiles and says "Same as always", then he proceeds to leave Hotaru, who prays for her brother.

Kain R. Heinlein

Kain R. Heinlein (カイン・R・ハインライン) is the top crime boss of Second South Town. He is the uncle to Rock Howard and brother-in-law to Geese Howard.

Story (in Garou: Mark of the Wolves)

Kain is the brother of Marie Heinlein, Geese Howard's late wife and Rock Howard's mother. Unlike his sister, he faced a childhood of poverty whilst in the slums. Grant, known then as Abel Cameron, watched over him as his fatherly figure. Nineteen years before the game begins, Kain, after witnessing the violent death of a child in the streets, had enough of the slums and declared his ambitions for power. When he was eight years old, he entered a street fight and his strength was recognized by a wealthy kingpin name Don Papas. Adopted into the family thereafter, Kain eventually overthrew his benefactor and became the head honcho of the gang.

He heard the news that his sister, Marie, had died from her sadness of not being loved by her husband. Some time afterwards, Geese Howard was killed by Terry Bogard and Southtown became Second Southtown. He deemed the general populace jaded by mediocrity and peace. Thinking that a person truly experiences life when they're oppressed, Kain decided to take Geese's legacy and rule Second Southtown. He wanted to declare the city's independence from the US, make it a city-state, and then model the town into one that would constantly be exposed to violence which would make the inhabitants value their lives, with the strongest ruling over the weak.

Kain wanted Rock Howard to join them, so he created the "King of Fighters: Maximum Mayhem" tournament and invited several fighters, including Rock and Terry. His exact fate after the tournament remains unclear, as several endings paint different results. In his own ending in the game, he tracks down the remaining crime bosses of Second Southtown and confronts them with Grant.

Kevin Rian

Kevin Rian (ケビン・ライアン) is a member of the Second South Town S.W.A.T. Team. Due to him using a Sambo-like fighting style and his last name being Rian, he may be related to Blue Mary whose last name is Ryan.

Kevin Rian is a high-spirited S.W.A.T. officer of Second Southtown. Kevin's partner was investigating several random acts of murder by a fighter. After several days, Kevin's partner was reported missing and later found murdered in a dark alley. The only detail given to Kevin about the killer's appearance was "a long haired man". Deciding to take care of his partner's son, Marky, Kevin entered the King of Fighters: Maximum Mayhem tournament, as he felt that the one responsible would show up. After initially mistaking Terry Bogard for the murderer, Kevin apologizes to Terry but Marky goes missing. In Kevin's ending, with Terry's help, Kevin found Marky peacefully sleeping.

Khushnood Butt

Khushnood Butt also known as Marco Rodriguez (マルコ・ロドリゲス) in Japan is a Brazilian man and a Kyokugenryu Karate blackbelt taught by Ryo Sakazaki. He's very serious about his fighting and trains with a brown bear.

Story (in Garou: Mark of the Wolves)

Khushnood Butt was an apprentice of Ryo Sakazaki. When he became a black belt, he opened a dojo and started teaching Kyokugenryu Karate. To prove the might of the martial art, Khushnood entered the "King of Fighters Maximum Mayhem" tournament. When he returned home in his ending, he learned that all of his best students got beaten up by the "Gym Buster". Hearing that, he now seeks the maniac.

Kim Dong Hwan

Kim Dong Hwan (キム・ドンファン) is the oldest son of Tae Kwon Do master Kim Kaphwan. Unlike his father and younger brother, Dong Hwan isn't as serious about fighting for justice and he is arrogant and slightly lazy.

Story (in Garou: Mark of the Wolves)

Dong Hwan is a naturally gifted Tae Kwon Do practitioner, and first son of Kim Kaphwan. He, along with his brother Kim Jae Hoon, entered the "King of Fighters Maximum Mayhem" tournament to track down the mysterious man who defeated their father. The Kim brothers overpowered Freeman, the mystery man, and he escaped. In Dong Hwan's ending, Dong Hwan, exhausted by the events in the tournament, fell asleep. Jae Hoon started to carry him home and admitted that he was a very powerful warrior and his rival. Dong Hwan heard all of this, including where Jae Hoon called him a lazy, loser hothead, and starts to chase him.

Kim Jae Hoon

Kim Jae Hoon (キム・ジェイフン) is the youngest son of Tae Kwon Do master Kim Kaphwan. Like his father, Jae Hoon has a strong sense justice and is very committed to training. While he gets along with his older brother well enough, he often scolds him for being lazy and not taking his training seriously.

Jae Hoon is a hard-working Tae Kwon Do practitioner, and the youngest son of Kim Kaphwan. He, along with his brother Kim Dong Hwan, entered the "King of Fighters Maximum Mayhem" tournament to track down the mysterious man who defeated their father. The Kim brothers overpowered Freeman, the mystery man, and he escaped. In Jae Hoon's ending, Jae Hoon has a brief crisis of self and his beliefs in justice. Dong Hwan snaps him out of it and the two travel home.

Rock Howard (ロック・ハワード) is the biological son of Geese Howard but raised and taught how to fight by Terry Bogard. Rock has the skills of both Geese and Terry making him a tough opponent offensively and defensively though, he hates Geese.

Rock is the son of the most noteworthy crime lord--and most feared fighter--in all of Southtown, Geese Howard. Since Geese never acknowledged him, Rock was raised solely by his mother, Marie Heinlein. When Rock was barely eight and a half years old, Marie contracted a fatal disease, and died while in Rock's care. When Geese is defeated by Terry Bogard on top of Geese Tower, he refuses Terry's help and falls to a presumed death, Rock now having lost both his parents. It is unknown whether through Geese's wishes or his own realization, yet Terry adopts Rock and takes him under his wing.

As the years go by, Rock becomes a formidable fighter, due in no small part to having been trained by Terry. Approximately ten years after Geese's death, Second Southtown was established. During this time, a new King of Fighters tournament dubbed Maximum Mayhem, which Rock and Terry both decide to join. By the end of the tournament, Rock finds his final opponent is Kain R. Heinlein, who reveals himself to be its host and Rock's uncle. Upon winning, Rock discovered that the tournament was orchestrated by Kain to bring Rock to him. Kain, aware that Geese Howard's will held presumably valuable secrets, but unable to discover them without assistance, won Rock's aid in working through the document by offering information regarding Rock's mother--whom Kain claimed was still alive. Terry accepts Rock's decision to become Kain's new partner, with Rock promising to return.

Terry Bogard (テリー・ボガード) is an American fighter and the older brother of Andy Bogard. He is often referred to as the Legendary Hungry Wolf (from Garou Densetsu, meaning Legend of the Hungry Wolf).

About 10 years after the events in Real Bout Fatal Fury, the King of Fighters: Maximum Mayhem (hosted and sponsored by Kain R. Heinlein) would go underway, and Terry and Rock were invited to take part of the tournament, thus being characters in Garou: Mark of the Wolves. Sometime either before, or after his final conflict with Geese Howard, Terry encountered a boy by the name of Rock, Geese's son. Taking him in, he would teach him how to fight, as they traveled together around the world. In Terry's ending he wanders Second Southtown thinking about what Kain told him about the nature of humanity. He decides that life is "all about heart" and Kain was wrong.

Tizoc, known as The Griffin Mask (グリフォンマスク) in Japan is mucle bound pro wrestler. His character is based off of the wrestler Fray Tormenta.

Story (in Garou: Mark of the Wolves)

Tizoc is a famed star in the wrestling world who has gained exceptional favoritism amongst the children audience since his debut. As time passed, it seemed like he would be unbeatable until a mysterious man suddenly appeared and soundly defeated him. Devastated by the loss, he has spent the following two years searching for the man. Seeing himself as a washed up has-been by the time Mark of Wolves begins, he enters the King of Fighters tournament in order to gain his passion for the ring and to hopefully find the mystery man. In his ending, he doesn't find the mystery man and decides to give up wrestling. He overhears an injured boy named Jack and his mom talk with the former telling the latter that Tizoc is his hero. Tizoc decides that as long as he has a fan, no matter the opponent, he will still wrestle.
