Go to the Malibu and meet Kent Paul. After the cutscene you will need to drive to the alley located on the map. Leo the cook will be in the alley. Kill him and after that someone will show up and say that he wants to be an ally. Follow him to his car and go to the Ammuncation located on the map. You will know have Leo's cellphone.
