Once you have created Polpota Harbor on the world map, you should go there as soon as possible, because there is some good equipment for sale at the shop. Move to the first dot ahead of you to enter the Waterfront Mall. You'll see a Flowerling here, who talks about a ghost at the Seaside Hotel. A mermaid will appear, and will say that the ghost is just a prank.
After shopping, exit the Waterfont Mall and reach the dot on the left, on Polpota’s City map. Enter the hotel. Talk to the receptionist on the left and offer your help to start this mission. By speaking to the recaptionist in the middle instead, you can save the game. From now on, every time you enter or exit the hotel lobby, the ghost will appear briefly, but don't try to reach it: it's useless.
Head back to the Waterfront Mall and go up to reach Polpota Bay. Here you will meet Thoma, an Imperial Soldier. Talk to him. You can ask him about the ghost and a ship that sank mysteriously. Go back to the hotel, to meet Basket Fish, a rich and unpleasant individual. After some questioning, he'll run off into the lounge to look at the dancer. Take the stairs on the right of the lobby to reach The Harbor. You'll meet Inspector Boyd again here. Talk to him several times, and ask him about each option. Talk to him again to get complimented, and then ask why he's here. You'll hear Sandra is in the area, looking for the Blue Eye. When he asks you if you know someone with blue eyes, tell him to go see the soldier, and he'll go away.
Exit to the lower left to reach the Sea's Bounty Restaurant, where ascene takes place involving Thoma and the pirate penguins. The Penguin will point out that Basket Fish claims to see everything that happens underwater, and Thoma will run off again. Head back to the Seaside Hotel. On the entrance walkway you’ll Thoma and Inspector Boyd talking. The Inspector has found a clue, and Thoma agrees to help. Now go back inside the Hotel, and enter the lounge.
Thoma and the Inspector will be talking to Basket Fish, who has the Blue Eye stone, a precious jewel. A scene will then begin, where it is revealed that a sea hag was responsible for the sinking of the ship. Then the ghost will appear, revealing himself to be a member of the sunken ship. He will steal the Blue Eye Stone and run away. It is not revealed whether it is Sandra in disguise or not. You will still get your reward from the hotel owner and your mission ends here.
