As soon as you get to Nortinka, get to the first door on the upper level. Talk to the woman and shoot her with a firestone if you're in need of health. Next, go to the door on the right and use the firestones on any enemies you see. Get to the top of the mountains and go through the door. Talk to Ipo and exit Nortinka. Your next destination is Toyku Lighthouse.
