The first thing to do here is to find Steven and meet him. There's a bridge where he can be found a little outside of Fortree. He will use his Devon Scope to reveal a wild Kecleon which immediately attacks. It can be caught. After the battle ends, he gives the Devon Scope, allowing for entrance into Fortree city Gym. Upon returning to the area, if you keep to the north, you'll find two familiar faces.

Trainers
Head back across the bridge where you recently saw Steven, and continue on. As you move down, you'll encounter more trainers.
In Emerald, to the right of Lionel and Angelica, you meet two more trainers looking for a 2 on 2 battle.
After Angelica in Ruby and Sapphire, or the 2 on 2 battle in Emerald, you meet more trainers.
Move all the way to the right and cut down the tree here to gain access to an Aspear Berry Grove. Pick them, then go back to the path and head south.
