In the normal game of Civilisation Revolution, you are first prompted to select a nation/civilisation of your choosing. Each nation has different advantages. The playable nations include Aztecs, Romans, Spanish, French, English, Japanese, German, Mongolian, American, Russian, Chinese, Indian, Arabian, Greek, Egyptian or Zulu. You take on the role of the historical 'great leader' of that civilisation you choose, for example, Napoleon of the French or Cleopatra of the Egyptians. Each nation has a starting ability as well as an ability for each era you progress through (Ancient, Medieval, Industrial and Modern).

When you start the game, you begin with one Settlers unit. Settlers are used to found a city. You can choose to found your first city on the spot or walk around to find the best place. Generally, founding a city on the spot is the best move, as walking around takes up turns. Your first city is automatically named as the capital city for that nation.

Cities utilise three distinct types of tiles around them to help you advance through the game. These tiles are Trade, Production and Food. Trade tiles help you receive gold or science (you are able to choose). Science advances your nation technologically whereas gold helps you build faster. Production is a measure of how quickly your city can build items within it. The higher your production, the faster you can complete producing your infrastructure. Food helps the city grow to get access to more tiles around it. The higher the population, the more tiles become available to you.

The general idea is that one can win in one of four ways: Domination, Technologically, Culturally, or Economically. A Domination victory requires that you capture each opponent's capital cities to win, whereas the other three require you to build a certain landmark, which becomes available to you after you achieve a certain milestone in that area.
