Complete the "All Hands on Deck!" mission.
There will be a cutscene where two black cars arrive at boat before going on nearby boats. Destroy the boats with a minigun before waiting a little while. After a few moments a wall of boats will block the boat. Consider destroying the wall with a minigun, two boats on the side of the wall will surround you if you don't destroy them fast enough. Then, two armed mavericks will appear, followed by a hunter. After that is destroyed, the mission will be finished.
