Kyoya Hibari (雲雀恭弥) is the Cloud Guardian of Tsunayoshi Sawada. He is a cold, violent prefect of Namimori Middle, attacking anyone who shows disrespect to his school; not even his fellow prefects are safe from this. In general, Hibari needs little provocation to attack someone, willing to do so even if he feels they are crowding him. Even in battle, Hibari tends to begin an attack without thinking, giving enemies the opportunity to catch him by surprise early on. Despite this, he is an extremely capable fighter with a strong amount of determination.
Hibari's main weapon is his set of tonfas. He always has them equipped in-game, the only alternative method of attack being his kicks. Hibari's heavy attacks include a kick and a strong combo of tonfa hits. Both can land multiple hits, giving him one of the more powerful move sets of the game.
