In the captains office, you'll get another house fire, this one also with the family still in it. On the way to the house, Biggs will also inform you that Rancho Escondido, an new housing development for GIs, burned to the ground last night, right before the residents were ready to move in.

Carruthers is waiting outside for you and will lead you into where the bodies are located. The Fire Chief will tell you the bodies were moved together into the living room after the explosion that started the fire. Check out the bodies, then explore the premises for clues and see if you can find any answers.

When you're done talking with the neighbor and looking around the house, use the game well on the street to get the address to the housing developer. The captain also left a message for you to contact him, and when you're put through he doesn't sound very happy that you're investigating Leland Monroe, a personal friend of many of the higher ups. Your partner will suggest checking out the housing development that burned down last night instead.

Rancho Escondido[edit]

There are some very angry residents at the development and only one cop to hold them back. When you get there you'll need to help put down the burgeoning riot by knocking some sense into the people. After they haul away the crowd of people, check out the closest burned down house and see what you can find.

After seeing the poor construction of the houses, your partner seems to be on board to go talk to the Elysian people.

Elysian Fields[edit]

After talking to the receptionist, head upstairs and wrangle with Monroe's secretary. She's a tough cookie and won't let you in, but Monroe himself will come out and invite into his office. After explaining that you're investigating a series of fires, go right into the interview.

On your way out, the secretary will show you a list of contractors and you'll note that Herbert Chapman, the firebug from the last case, is on there. Downstairs, you can go into the office off to the side and use the phone to call dispatch and see if Chapman is still in lockup. Unfortunately they've let him go, but you'll put in a request for his last known address, which they'll report to you over the radio.

Chapman's Apartment[edit]

When you arrive, you'll see a man working on the yard and he'll tell you Chapman's not inside and his car is parked there on the lawn. Check out the car and see if you can find anything that might tie him to the arsons.

As you're looking through his belongings, your partner will spot Chapman coming out of the laundromat down the street. Unfortunately he sees you too and pulls out his gun before hopping onto a trolley that happens by. Chase down the trolley in your car as it speeds through the streets, crashing through multiple vehicles and whatever is in its way. When the trolley turns down another street you can drive alongside it and your partner will shoot out the wheels, which act as a brake. When the trolley jumps the tracks, stop and get out and take out Chapman when he starts shooting at you. Your captain is pleased with your work, but you're not sure you got the right guy.
