Once Pat and Jess have reappeared on the screen (in PAT 1), you'll have to press 
to accelerate it and push the D-Pad up to direct it up around two traffic cones; once you have done so, you will have to push the D-Pad down to direct it down around a third traffic cone. You will then have to direct PAT 1 down again (around seven more traffic cones), and up around two puddles - and once you have done so, you will have to direct it up again around five more traffic cones, down around seven more traffic cones, and up around five more puddles. You'll now have to direct PAT 1 down, up, down, up, down, down again, up, down, up, and down between two more puddles and a twenty-third traffic cone; once you've done so you will have to direct it up around seven more puddles. You'll now have to direct PAT 1 down, up, down, up, down and up - and once it crosses the finish line (where Ted Glen is waiting), the text "Congratulations, you have completed the level!" shall appear on the screen. The screen will now cut to the shot of Ajay off the end of Level 3-C (only this time, the first question mark has been replaced by a spanner); you will then proceed to Level 5-A (which involves finding Mrs. Goggins again).
