Jill Valentine is an elite member of S.T.A.R.S., a team comprised of special combat operatives based in Raccoon City. She is one of the sole survivors of the Mansion Incident (which took place during the events of Resident Evil) a long with other S.T.A.R.S. team members. After they returned to Raccoon City, they wanted to start a full investigation of the Umbrella Corporation (for their role in the Mansion Incident), but it was denied by their superior, Chief Brian Irons of the Raccoon Police Department (RPD). With no other support from the American government, the team members decided to travel to Europe themselves to investigate Umbrella's main headquarters; while some of them left for Europe, Jill decided to stay behind in Raccoon City to search Umbrella's rumored underground facility. Two months after the Mansion Incident, on September 28th, Raccoon City was immediately affected by a large outbreak of the G-Virus, which turned almost all of the citizens into lifeless zombies. Now Jill must fight her way through another outbreak and escape... this time on the streets of Raccoon City.
Carlos Oliveira is a corporal in the U.B.C.S. (Umbrella Biohazard Countermeasure Service), which specializes in rescue operations in biochemical outbreaks. He is part of the U.B.C.S. Delta Platoon Company A (lead by Mikhail Victor) and is in charge of heavy weapons handling, along with other duties such as local procurement, rear security and arms maintenance. Originally from a South American anti-government guerrilla group, his exact nationality is unknown, other than the fact that he carries Native American blood. Shortly after many of the U.B.C.S. deployments in Raccoon City (to help defeat the G-Virus outbreak), Delta Platoon Company A found themselves outnumbered by the mass of zombies in the city and retreated to an abandoned cable car. Now Carlos, Nicholai Ginovaef, and Mikhail Victor are the only-known survivors of their company, who assist Jill in repairing the cable car and finally escaping the city.
Nicholai Ginovaef is a sergeant in the U.B.C.S. (Umbrella Biohazard Countermeasure Service), which specializes in rescue operations in biochemical outbreaks. He is part of the U.B.C.S. Delta Platoon Company A (lead by Mikhail Victor); according to his back story, Nicholai is from Moscow and previously served in Spetsnaz, participating in numerous classified missions and special operations before joining the U.B.C.S. Deployed to Raccoon City, Nicholai and the rest of Delta Platoon Company A found themselves outnumbered by the mass of zombies in the city and retreated to an abandoned cable car. Nicholai assists Carlos, Jill, and Mikhail in repairing the cable car and getting out of the city.
Mikhail Victor is a lieutenant in the U.B.C.S. and leader of Delta Platoon Company A; according to his backstory, Mikhail is from Saint Petersburg, Russia. He originally served the Red Army before joining his wife's guerrilla force and participating in race liberation wars in neighboring countries until he was eventually arrested by military authorities and convicted of acts of terrorism. He was then coerced into leading the U.B.C.S. in exchange for his men's freedom. Him and his men are sent to Raccoon City to combat the outbreak, but witnesses the death of many of his men and is eventually forced to retreat to an abandoned cable car. He was badly wounded in a fight so he is usually found resting, but still assists Carlos, Jill, and Nicholai in repairing the cable car in order to escape.
Nemesis is the main antagonist and title character of Resident Evil 3: Nemesis; he was developed long before the initial events of Resident Evil. The European Branch of the Umbrella Corporation originally developed the “Nemesis Project", a Tyrant bio-weapon that could follow orders. The Umbrella Corporation deploys Nemesis to hunt and murder the remaining members of S.T.A.R.S. Nemesis will continue to pursue and confront the player’s character, Jill Valentine, through various parts of the game. Nemesis, draped in a trench coat, will attack the player with a five-shot rocker launcher, hands and tentacles throughout the game. The player has the ability to injure Nemesis through means of weapon’s fire, explosions, and other commodities. He is a difficult opponent to beat but drops several items (such as gun parts) if defeated.
