The Waterfront Mall is considerably more expensive than the Grotto Mall. You'll need to save up a lot more money in order to buy useful items, but there are a few bargains to be found if you look closely.
The book store sells rather useful items, but the best ones are probably out of reach unless you're willing to beat up lots of gang members to collect enough money. The cheaper items at Chez Walle's don't offer much benefit for their cheap cost. Merv's Burger Joint offers a good balance of low cost for medium benefit items.
However, the best bet for maximum healing with some additional stat boosts is at Mao's. If you're low on money, the cheaper Egg Rolls provide a good deal of Stamina along with additional Defense. Many of the other items will provide even more health boosts, and will increase one of your attacks, except for Pepper Beef which is all about restoring Stamina.

The first time you visit this scene, you will encounter Roxy, Alex's girlfriend. She will feed you some information and warn you to be careful. She lets you know that you must defeat the twins in order to proceed. Those very twins can be located if you simply walk up and visit the area beneath the bridge.
Once you've met Roxy, this area becomes a regular scene where gang member attack you. Proceed all the way to the right after you've defeated the twins in order to advance on your mission.

Benny and Clyde are hanging out below the bridge, and they're all too happy to gang up on you and stop you in your tracks. They will both be armed, so hitting them to make them drop their weapons is imperative. If you can keep them close to one another, you might be able to attack them simultaneously. If not, keep your back to one wall so they can't attack you from two different directions. Take them out and collect their money.
In fact, they drop considerably more money than the usual gang member around this area, making them a good source of funding. You can leave the area and come right back to find them and face them over and over again. If you get good at taking them out without receiving too much damage, you can build up a sizable war chest and improve your stats before you continue on.
