Head east until you reach a control tower. Plant C4 at base, and once it's destroyed head over to the river and take out the two guards with your scope. Next, steal a boat and take it around the river bend until you reach a nav point. Up ahead on the beach are three guards, so take them out then sneak up around the base and head around back. Once there, throw smoke grenades over the wall and a flashbang in the door, then run in and eliminate the two guards on the left. After that, run to the right until you reach cover, and hold your position there. Take out the last seven guards, and after they're dead, check the chopper inside the base and the building east of the chopper to find boomer. After that, head north until you reach an outpost. It has 12 guards throughout it, so it's easiest to snipe them from the hill on your left. Once they're taken out, get the report in the middle building and the mission is complete.
