The two main gangs, the Yakuza and Mafia, run the city and will help you greatly if you align with them. Alignment with one faction means alienation from the other. Expect the opposing gang to attack you more regularly, and with much greater fervor than before.
Aligning yourself with either contact, which is done by calling said contact and agreeing to their terms, makes it impossible to contact the other.
