When you start Mayor Mode you can't go back to God Mode. Clicking Mayor Mode Starts your city, and you can type the City Name, Mayor Name, and Dificulty level(easy, medium, and hard). Mayor Mode allows you to zone land, build buildings, Roads, airports, etc.
