The key to creating a city in Simcity 4: Rush Hour is to be patient. Rushing into major construction projects will cause insufficent funding. For example, Don't build a Major Hospital that cost 1,000 Simeloens each month if you are only making 100 simeloens a month. This means you will be losing more money than you are making and lead to profit loss.
