Your city has grown again. Modern buildings are now making the skyline big. So yes, you need to raise your population from 70K to 570K (570,000). Water towers having an issue? Your coal power plants from European Industrial Age and American Prosperity Age have now changed to Oil Plants. Asian Oil Plants haven't changed. Trading is no longer possible, but you can raise the output of Oil Plants by changing the Giant Tree to a Salvage Yard. Wait 1-2 years (6-10 minutes).

After that, you can change the salvage yard to an Oil Refinery. Oil Refineries change crude oil to oil, so that raises their output by 1.5X. New buildings have been invented, including the Italian Condo, Hi-Rise Condo, Grand Palace, Fashion Mall, Twin Condo, Department Store and Brand Buildings: NOTE: THESE BUILDINGS GROW ON A 3x3 HD Commerce Lot with Best Land Value. You are not likely to get these buildings even at 200,000 population.
