Adds page to Category:Sections to be merged.

• 1st parameter: Name of section or page to merge with.
• 2nd parameter: Comment (optional)
• 3rd parameter: Name of talk page (defaults to page with this tag on it)
• samepage: Use this parameter if the first parameter is a section on the same page as this tag (i.e. samepage=1)
