Drop all your villagers (including the kids) on the robes in the amphitheater: any villager except nursing moms can become chief. If you can't find your chief right away, wait until the moms no longer have babies and drop them on the robe.  
Before dropping all your villagers onto the robe---you need to make a potion. Tiger lily, tiger lily and lotus. Have each person drink this before placing them on the robe. If your chief is a woman this will keep her from being useless. She will be able to have children if she drinks it before you put her on the robe ( don't worry it wont hurt them even though they say nasty! it's bitter!). I do not know if it works for men. Try all your villagers on the robe (including the kids) except nursing moms you'll have to wait until they are done nursing. If you can't find your chief right away, wait until the moms no longer have babies and drop them on the robe.
