A former mercenary with an extremely high profile record of war crimes. He was pardoned by Nikoladze and brought into his cabinet.
===Philip Masse===
Ex-Canadian hacker who was responsible for breaching the CIA servers. Hired by Nikoladze as a programmer, and largely responsible for a series of "information warfare" attacks.

Third Echelon

Sam Fisher

An ex-Navy SEAL with all kinds of experience in nearly every field. He's the kind of guy that can (and will) grab you from behind in a dark room and knock you out, but not without a little bit of humor first. Has a daughter named Sara.

Colonel Irving Lambert

The head of Third Echelon. He serves as Fisher's main contact throughout the game, dispensing information as the player needs it, giving orders whenever necessary.

"Junior" Wilkes

Fisher's "runner" - he's the guy that handles Sam's insertions and extractions from various locations.

Anna Grimsdottir
