Billy Lee

Player 1's character. The younger of the Lee twins. He has blond hair, blue eyes, and wears dark blue.

Jimmy Lee

Player 2's character. The elder of the Lee twins. He has brown hair, green eyes, and wears white.

Marian

Billy's girlfriend. She has brown hair and blue eyes, and wears a little yellow dress with blue earrings and black high-heel shoes. She is shot to death by Willy at the game's opening sequence.

Williams

Small fry member of the Black Warriors. He wears tanktop and jeans, and now has crazy hairstyle. His attacks includes the left or right punches, a body blow and jump kicks. His weapons includes a shovel (which can swing or throw) and a knife which he throws by jumping. He is also the only enemy character who can run and do cartwheels.

Roper

Small fry member of the Black Warriors. Wears a matching vest and pants, with spiked shoulder pads. He now has a beard and wears eye-patch over one of his eyes. His attacks includes left or right punches, a backward kick and jump kicks. Like Williams, he can swing or throw a shovel. He also pick up large objects such as the wooden box, the steel ball or the log, and throw it at the player.

Linda

Small fry female member of the Black Warriors. She now has a mohawk, and a rockstar-style facepaint. Her attacks includes left or right punches, an elbow strikes and a roundhouse kick. Her weapons includes a ball and chain whip, knives and grenades. She also gains the ability to jump off platforms, which she didn't have in the original Double Dragon.

Oharra

Sub-boss member of the Black Warriors similar to Abobo/Bolo from the first game. He has short hair and wears jeans. His attacks includes left or right punches, a clap, a hammer punch and the atomic toss. Like Roper, he can also pick up large objects and throw them at the player.

Abobo

Sub-boss who first appears in the second stage. Basically a head swap of Oharra with the same attacks. He now has longer hair than he did in the first game.

Jeff

Sub-boss who first appears in the third stage. Besides Willy, he is the only enemy character who is physically unchanged from the first game. His attacks includes left or right punches, jump kicks, an uppercut, a roundhouse kick and a backward spin kick. He also uses grenades as weapons.

Burnov

Stage 1 boss. An obese wrestler whose face is hidden behind a mask. His movies includes a thrust, a kick and special technique where he grabs the player's character by their head and punches them at stomach three times before finishing off with a fourth punch at the face. When he is defeated, he stands up and vanishes into thin air, leaving behind his clothing. At later stages, he usually fights in pair a clone of himself, who has the ability to resurrect himself after dying once.

Abore

Stage 2 boss. He is a giant who wears a pair of shades and suspenders. His attacks includes a thrust, a slap, a kick and a powerful shoulder tackle.

Chin Taimei

Stage 3 boss. A Chinese martial artist who wields a pair of kali sticks. His attacks includes his four hit stick combo, a sweep kick and a jumping kick.

Willy

Stage 4 boss. The leader of the Black Warriors and the man who murdered Marian. He is armed with a machine gun. His attacks includes machine gun fire, a kick and a butt swing of his gun.

Doppelganger

The final boss. A purple-colored clone of the player's character with many of the same techniques who also has the ability to possess the player's body and drain his energy, as well as throw energy beams. When played with a second player, the final battle will be with two doppelgangers, one for each player.
