There are many characters that can visit your town. These characters do not move in, but instead stay for an allotted amount of time and perform special functions. You can speak to Booker to find out if most visitors are in your town, except Gulliver and Wisp
Blanca The Cat
Visits after you turn on WiiConnect24.
When you turn on WiiConnect24 on the Wii And Animal Crossing City Folk. After this she will occasionally turn up in town. And will ask to draw her a face and won't leave your town until you do.
Gulliver The Seagull
