The PC (short for Personal Computer) is a versatile gaming platform, but it is generally not classed as a console.
PCs can run a variety of operating systems, but when people describe "PC games" they are generally referring to those that run on Microsoft's operating systems. In the '80s and early '90s the most common PC operating system was Microsoft's MS-DOS, and shortly after the release of Windows 95 and the advent of DirectX their Windows line took the forefront.
While many computer games are released every year, because of Microsoft's market dominance very few games are released for operating systems other than Windows, such as Linux or the Mac OS.
