In this mission you need to steal a car driven by a woman that won't stop for anything short of wrecking her car. You get a special car modded with 3 "stingers", which are like police stop-sticks. Follow the target indicator (heading South on the freeway) and drop a stinger in front of her car. Once you hop out of your car, a cutscene will play as you fix the tires. Then, head back to the garage.
