NEBULOUS: Fleet Command is an indie game centered around the movement and positioning of spaceships in a 3D environment. Following the laws of physics and space combat as closely as possible, Nebulous has been compared in the past to The Expanse, or "the hardcore version of Homeworld". Unlike Homeworld, however, a strong emphasis is put on electronic warfare, signals intelligence, ship layout, and missile design.

Nebulous' story is told through the various ship and component descriptions as found in the ship's fleet editor, which is used to customize fleets based on a point budget. These fleets are then sent into 4v4 or 5v5 matches to see how well they do against other player-built fleets.

Conquest mode is an upcoming mode in which players can join one of two factions - the ANS or the Outlying Systems Protectorate - to fight on a solar system-wide map for dominance. When two opposing fleets meet, a real time tactics battle is fought between them, with ship system damage carrying over between battles.
