Mercurio is in Santa Monica Apartments (14 on map) in room 4. To reach him go out of your haven, go downstars and exit the door. A bum will approach you, dismiss him. Follow the alley and go to the right. You will see Mercurio bleeding and walking to the Apartments. Now just follow the blood.
