In Chapter 2, in the Materia Room of the SOLDIER Floor (Shinra Tower), you will encounter a scientist that needs your help, talk to him to start the Side Quest.
Walkthrough[edit]
This consists in a series of missions under the category M8-2, you need to finish theses missions and bring the stones to the scientist so he can make materia for you.
