From Quake II, PC version, a secret in the Borehole level allows you to reach this alternate entrance to the Drilling Area. You arrive on a high ledge. Below you can see the lever that lowers the access bridge and the Gladiator and Gunner guarding it. After killing them and operating the lever, you'll need to fight your way to the normal entrance for this part of the level to continue.
