During the start of a new game you will see the pre-built races and the custom race. Make a new customized race by selecting the Custom Race button.
In this menu, you will see a pull down menu to select from the pre-built races. Select which ever one you desire (like Human as an example)
Note: The order with which you select an attribute is regulated such that the game will not let you have negative points for attribute selection. So the order with which you select positive or negative points is important.
Diplomatic Victory condition should be disabled if you choose to use the Repulsive attribute (unless you want a bigger challenge)
One of the factors with getting your empire off the ground is to have increased growth at your colonies.
Baseline Race Attributes[edit]

The baseline race is a generally good race for most victory conditions. However, you will need to select the goal for the Path to Victory and do the appropriate research to support reaching your goal.
From this baseline race, you can build a race to maximize the ability to hit a desired winning goal.
