Steal the Car is a single mission, where you need to find a care within the city.
This mission has random placement of objects, preventing any fixed walkthrough. However, you start at a random location south-west of the city (in the green-colored section), and the UAV you need to steal is located on the northern main road or in the north-east corner.
There are usually 3-4 solders on patrol within the city. If you need to engage them, try hiding behind a building, and attack by moving out of the corner. Even though you can enter some buildings, they do not provide a good vantage point to attack solders already in patrol.
There is also an ammo crate in the middle of the city, where you can collect grenades.
