Arbitro (アルビトロ) is the manager of the narcotics organization Vischio, which rules Toshima as it is now. Blonde, tall, and always wears a mask over his face. He acts as the boss around the city, and always has men protecting him. He has a strange hobby involving appreciating and modifying the bodies of attractive young men. Due to this "hobby", his mansion is full of statues of nude men and he keeps Kau, a human being, as his pet 'dog', using him to find rule-breakers in Igra by smelling out dog tags. The only route available for Arbitro leads to a bad end.
When taking his route, save at the eleventh choice (近付かない / Stay away) for an easier route to Keisuke's three endings. This way, Arbitro should be the first ending you get on the path to unlocking Shiki's and Nano's endings.
