I made some changes to the USA faction [http://strategywiki.org/w/index.php?title=Command_%26_Conquer:_Generals/USA&diff=prev&oldid=722065 (here)], and will soon-ish do likewise for the other two factions. Yes, there is a patch doc file. One complication is the fact that this is a 2003 game, with the final supported patch being December, 2005. Most of the problems fixed ("issues addressed") relate to multiplayer support. I haven't checked; presumably multiplay is defunct, at least on EA servers. The patch documentation does list various balance tweaks as well. Either the list is incomplete, or some of the discrepancies that I discovered here are simple errors. In either case, I'll make a note of them as I find them, and make corrections eventually.
