The tower is north of Castle Argus. On the first floor go around to a small room and turn your party into toads and enter the room. One floor higher turn your party back and continue west to floor 3. On half way you will hear a eerie voice who welcomes you here. On floor 3 go west of a chest ('''Echo Herbs''') to next floor. Nothing here, so Go to floor 5. On floor you will hear a laughter from the eerie voice again. check the chests ('''Spark Dagger''') and continue to next floor.
After meeting the Gulgans head around the mountain range to the north and grab a Chocobo if you want. Now head to the Tower of Owen. The easiest way to get to the tower is to follow the shoreline north from Castle Argus.

A team of mages would be best against Medusa, but other authors suggest the opposite. Start casting the highest level spells, then continue with lower levels after you used up the most powerful ones. Let your physical attackers simply keep attacking (it's pretty much the only thing they can do).
Medusa is another fairly straightforward boss fight. Have your attackers attack and your mages cast. Be sure not to get too low on health as she'll occasionally cast Blizzaga, which can do a fair bit of damage to your entire party. If you get petrified, use a '''Golden Needle'''.  


After the fight, you'll find yourself back on the Enterprise and the Maelstrom blocking the way to the Dwarf Islands will subside.
